Happy Lent It’s surprising that no enterprising card manufacturer hasn’t yet come up with a card for Lent. What would it say?  Keep giving up for Lent; Have a sad and gloomy  Lent – that would seem sometimes to be what we would wish ourselves. But there is no reason why it couldn’t say, Happy Lent! Lent is an old word for Spring and Lent is all about new beginnings and new opportunities. The last thing we should be doing is making it gloomy though some of the Lenten hymns can certainly be rather heavy going

                                                                                                                12

Lent helps us focus again on the cross of Christ and to prepare for the celebrations of his death and rising again at Easter. The forty days of this season are a time of journeying towards these central Christian beliefs and we need on this journey to clear the decks so that our hearts and minds are fixed on Christ and what God has done for us in him. It can of course be a time of giving up things, or learning to live in a rather different way. It might have something to do with discipline and a lot to do with change.

All of those things can make us fearful – they sound rather threatening and none of us likes change. Change however is what nature is about in the spring time and change is inevitable for all of us if we are going to grow. Cardinal Newman once wrote:

In a higher world it is otherwise but here below to live is to change and to be perfect is to have changed often

Lent is full of possibilities for growth, just like the world of springtime around us. There are qualities in our lives which we would want to encourage, our concern for others, our love for our families, our desire for a world of peace. There almost certainly things in each of our lives which we would wish to change and there are opportunities to do new things and achieve new goals. That can be exciting even if sometimes it is a little painful. Have a Happy Lent!

 Thank you

Just over twelve months ago the five yearly report on St Cuby’s Church resulted in an appeal to everyone in Duloe to help preserve this ancient building. The response has been wonderful and made even more so by the offer of a grant from the English Heritage Lottery Fund to repair the roof. There is still quite a long way to go but there is now every chance that St Cuby’s will be a little drier and more secure in a year or so’s time. Inside the church we are very much in need of a new heating system, As I look back through past papers it seems that the heating in St Cuby’s has been a hot topic for a very long time. I don’t think for one moment  there is an easy answer but we hope that over the spring and summer we can manage to get something that we can afford to run and will be moderately effective. There has already been a lot of donations and efforts towards raising money for the heating as well as the roof. Thank you so much for all your generous help. St Cuby’s like all parish churches is so important for our

                                                                                                 13

community. It is a sign of what we consider ultimately important in our lives – where we are brought to baptism, where we come for marriage and where people will gather to mark our passing. It is a place where anyone at any time can come and find refuge, peace and prayer – a place of meeting with God and one another. In a sense St Cuby’s is on duty twenty four hours a day and seven days a week and has been for nearly a thousand years – I hope we can prepare it for the next thousand!

Making Contact

There are quite a lot of ways of getting hold of me. Please don’t be afraid of coming to the door of the Rectory. Our dog Sam is a great barker bu the won’t bite (don’t tell the burglars). We have a new telephone number – 01503 264229 – or you can email me –priestatduloe@btinternet.

                                                                          All Saints, Herodsfoot

There was the usual Service of Remembrance at the War Memorial at 11am on 11th November, this was our new Priest in Charge, Rev Tony Hodge’s first one, and there was a good turn out. In last year’s Spring report I mentioned the ‘Fortunate Villages’ of which Herodsfoot is one. In Autumn 2008 there renewed interest in ‘The Fortunate or Happy Villages’ in relation to World War One with several programmes on both Television and on Radio Cornwall and there was also a very interesting exhibition at the Stuart House, in Liskeard, on this and other aspects of WW 1 and about those who served and survived and, of course those whoserved but did not come home, perhaps some of you may have seen it?

The Carol Service was well attended with the interior of the Church and the Christmas tree inside beautifully decorated, as usual the Church was floodlit and it really is in an ideal situation for this. I wonder if this  was the carefully chosen intention of the Rev Scott of Duloe to build a Church in Herodsfoot especially if he knew, as he probably did, that the Bible Christians were planning to build a Chapel in the village. The west end of the Church stands out for all to see and it compliments all the decorated houses in the village. It’s setting overlooking the hills, the valleys and the village makes one think of the text ‘I will lift up mine eyes unto the hills from when cometh my help’. If you haven’t been to All

                                                                                            14

Saints recently do come and see the windows which have been beautifully repaired and reordered by Jim Swingler and Kate Gregory with lots of new and colourful stained glass.

During last year both bridges in the village were rebuilt, strengthened and re-surfaced, at great expense, which meant a lot of diversions and a much longer journey for those going to Liskeard if they lived beyond the western bridge. The strength of the bridges doesn’t seem to have been a problem in the past but now we have signs on every road leading down to the village saying ‘Unsuitable for HGVs’ but, sadly, Satnavs cannot read and we still get the occasional problem.

The surface of the bridges now are very smooth, there is no camber and water lies on the tarmac making the surface very slippery especially when there has been a frost, of which we have had quite a few lately. Sadly one resident slipped on the approach to eastern bridge and suffered a very nasty broken ankle. Shortly after that and with lots of effort by our Neighbourhood Watch co-ordinator, Barry Ingram, we got the grit bin replaced on the lower corner of Church Hill which has always been a trouble spot. This winter has emphasised just how necessary these ‘aids’ are to villages, like Herodsfoot, that lie in deep valleys with steep access roads.  So far, touch wood, it hasn’t been quite as bad as the winter of 86/87, or was it 85/86? when the temperature in February didn’t rise above freezing point all month and we even had a snow blower come down the road from East Taphouse!

Enough of these reminiscences of the past but what of the future? Here are some dates for your diaries:

Boundary Review and elections for Cornwall

                                         Council

All responses to the Boundary Committee on the proposed electoral scheme for Cornwall are due to be submitted by early February. The Government is expected to announce an election date for Cornwall Council later in the month.

New logo scrapped as councillors revert to traditional emblem

The implementation executive decided in January that Cornwall Council  will continue to use the traditional logo associated with Cornwall County Council (subject to the change of name). The modern design, based on the Cornish tartan and shield adopted last summer, was developed in good faith as originally councillors felt strongly that Cornwall Council should have a new and distinctive logo to emphasise the fact that this was a brand new Council for Cornwall. However, councillors have now reconsidered their decision in the light of the public opposition to the  change.

Improvement Board for Cornwall Council

A new strategic Board is to be set up to agree an Improvement Plan for the new Council and oversee the work that needs to be done over the next two years to improve council services and management. Board members will include councillors, senior officers and representatives of external bodies including the Department of Communities and Local government and the Audit Commission. The board will work closely with the recently set up Improvement Board for the Fire and Rescue Service

One Stop Shops –refurbishment programme underway

Work is now underway to carry out the works necessary to get the one  stop shops ready to open by April. The one stop shops will be the friendly local face of the council with a free phone line to all council departments, internet access to public service websites and room for confidential meetings with councillors and specialist officers

                                                                                                  17

Cornwall Council Out and About – bringing benefits advice to communities

As part of Cornwall Council’s “out and about” service, there will be regular benefit advice days at one stop shops and some other venues where residents can drop in and have a chat with specialist benefits officers. At some larger one stop shops, benefits advisers will be available every day

Getting ready for April – efficient, good services that are value for money

The corporate directors for Cornwall Council have all now been appointed and although some do not officially take up their new posts yet, they have all been working with new Chief Executive, Kevin Lavery, and senior service managers on the plans for how services will operate. The priority for councillors and the top management team is to ensure that residents get good value, efficient services and that overall the re-organisation to a single council will deliver real savings

Cornwall Council starts on 1 April 2009. This is when the county, borough and district councils join up to become a single unitary authority for Cornwall.

A simple guide to Cornwall Council services was sent out with council tax bills in March.

The new council has a simple set of 0300 telephone numbers. Calls to these numbers cost the same normal landline numbers – even from a mobile. Lines are open for longer – 8 am to 8 pm Monday to Friday and 9 am to 4 pm on Saturdays.

The council website has been totally redesigned making it easier to get information and do business with the council on line   www.cornwall.gov.uk

Local one stop shops have been set up across Cornwall bringing the council nearer to where you live. Here you will be able to get information  about lots of services and arrange to see your local councillor. You can also get free internet access to public service websites.

There will also be a mobile out and about service calling at other venues with advice on benefits and other services.

More than 100 Cornwall walks to

              download and print FREE!

There’s no doubt about it, walking is good for you. It’s good for your heart, it’s good for your lungs, it’s good for the muscle and bone growth of your children and it’s good for your feeling of wellbeing! Strong scientific evidence now supports the many benefits to health of regular walking – it is recommended that we take at least 10,000 steps a day.

Studies show that walking can:

Reduce the risk of coronary heart disease and stroke

Lower blood pressure

Reduce high cholesterol

Reduce body fat

Enhance mental well being

Walking offers a great way to help kids get the active habit. If parents express excitement about the prospect of a walk in the countryside, they are more likely to transmit this feeling to their children. It’s important to treat the walk as an exploration or adventure and to go at the child’s pace, no matter how often they want to stop and look at things; take treats to eat and plenty to drink; and head for some landmark that will appeal to them such as a castle, a playground, an ice cream van or a boating pond. If children experience walking as part of a fun activity they are more likely to want to go again.

So, how do you find out what is on offer? John Harris, a keen walker, got fed up with the lack of information on walks that were going on in the County. So, he decided that if he couldn’t find what he was looking for – he had better create it! So www.walkingincornwall.co.uk came into being. It gives you all the information you need for the best walking in the County:

Details of more than 100 walks to download and print free, details of all the Cornwall walking groups, maps and walk books – plus loads more information.

So check out the website and get walking!

                                                         School Work

DULOE C of E VA SCHOOL NAMED AS AMONGST

A lot has happened since we last told you our news. Christmas came and went in the usual flurry of glitter and excitement! The children once again surpassed themselves with their Christmas Performance called ‘Follow the Star’. The singing was superb and every child participated with their usual enthusiasm and hard work. A big thank you also to the parents who provide costumes and most importantly to Mrs Anne Daniel and Mrs Hooke who ensured it was a production of the highest quality.

The snow delayed the start to our Creative Day this term! Our topic for the term is ’Aztecs’. Classes have been working on aspects of history related to his period and the next few weeks will see this coming together in a wealth of literacy, music, drama and art.

During the second half of term we have the privilege of working with a local film maker, Hana Blackland on t he pilot programme for a television series. This will allow children to experience the whole process from script writing, set design, puppetry, filming and final production with a team of highly experienced and expert practitioners. Hopefully you will start to hear all sorts of stories about the characters involved!

We are continuing to develop our use of the Outdoor learning area and our thriving gardening club have worked in all weathers to keep the planted areas looking tidy and get them ready for spring planting. We hope to buy new outdoor furniture, games and equipment to allow children to have as many learning opportunities using our grounds as possible.

                                                                                                           20

We  hope to include planters and tubs to create a pleasant place to sit and relax. If anybody has spare seedlings or garden plants that you feel may be useful any contributions would be gratefully received. (As would any ‘manpower’ to help us outdoors!!) Please contact Helen Davies in the School Office in the first instance.

Our PTFA continues to work tirelessly to raise funds for all these extras. I would particularly like to take this opportunity to thank Anita Bishop for her role as Chair of the PTFA over the last two years. Anita has taken a burden from my shoulders and developed a well run committee into a thriving one! This takes hours of time and commitment of which Anita seemed to have huge amounts. Thank you also to Mrs Veronica Bishop who supported Anita in the role of Treasurer, having already ‘served her time’ many years before! I hope you will all continue to support the school with our new Chair Miss Maria Rich. We are still raising funds to replace our very dilapidated shed.

Under 5s Playgroup

Our Under 5s group still meets regularly every Thursday morning form 9.30-11.30am. It is currently organised by Miss Natalie Williams who has a lot of experience in early child care. She has a willing band of helpers who plan activities, provide materials and are helping to raise funds for  new equipment. Anyone interested in joining this group is very welcome and should contact the school for more details.

Community Cohesion

Many of you will be aware of how vital it is that schools create close links with the local community and our aim is to do so at every opportunity. We also have to report on how we liaise with the community and how we are perceived within it. This is sometimes difficult to assess but if anyone would like to drop their thoughts down on paper or email us with their thoughts it may open up new channels and links as well as provide us with the information to maintain these links and forge closer ones. As a Church of England School we feel it is even more important to work closely with the parish and everyone involved within it.

Contact details;

Secretary Mrs Helen Davies 01503 262059 Email secretary@duloe.cornwall.sch.uk

We look forward to welcoming you at nay forthcoming events or occasions. Thank you once again for your continued support and interest in the young people in our school.

Don’t forget to watch out for the signs for the Farmers Markets every month in the school hall. There are lots of things on offer, including eggs, jams and pickles, home made cakes. Original slate tableware, signs etc. Hand-made greetings cards. Handcrafted wooden ornaments, toys, etc.

                       MAKE MOMENTS MATTER APPEAL

“Because, Adult lives are precious too.”

Many of you will know about the services provided by Cornwall Hospice Care at its two adult hospices – Mount Edgcumbe, St. Austell and St.Julia’s in Hayle.

As hospice nurses we are passionate about the specialist care we give to patients and their families in Cornwall. We believe everyone with a life limiting illness should be able to access the specialist services we provide. They should have relief from pain and other distressing symptoms to enable them to live their life to the full, for however long that may be. They should have the choice to die with dignity in a caring and supportive environment for both themselves and their loved ones.

As a charity we have been proud to offer specialist medical care as well as practical, emotional and spiritual support to so many thousands of patients. In fact, Cornwall has had an adult hospice service in the county for nearly 30 years.

However, it is with great sadness that we have to tell you that these services are at risk. We simply haven’t enough funds to meet our annual running costs of £5.3 million – that’s equivalent to £11 a minute.

At a time when we are faced with ever-rising costs we have noticed a huge drop in voluntary income due to the current economic climate, which means we are now facing a huge £1 million shortfall this year.

This is why we are appealing to you, the people of Cornwall, to consider making a small contribution and help secure the long-term future of this truly Cornish charity.

We want to be able to continue to help the thousands of families across Cornwall to cope at this very difficult time. It is not just our patients, but also their families, their children and loved ones that need us.

                                                                                                     23

Please support our Make Moments Matter Appeal either with a one off donation or alternatively  by committing to give a small monthly contribution.

Will Week raises funds for Cornish adult hospices

Last year, Make a Will Week raised over £18,000 to help fund the work of Cornwall Hospice Care’s two adult hospices, St Julia’s in Hayle and Mount Edgcumbe in St Austell. This was achieved thanks to nineteen solicitor offices throughout Cornwall who generously gave their support and time to write and update a total of Wills

Following this success, the charity has decided to repeat the scheme in 2009. If you have not yet made a Will, or it was written some years ago and needs updating, this is a chance for you to have it done and at the same time help a worthy cause.

How does it work? Participating local solicitors are giving their time to update or write standard Wills free of charge. In return they ask for a donation to Cornwall Hospice Care. Just contact one of the participating solicitors and ask for a ‘Will Week appointment to support Cornwall Hospice Care’. Appointments will be made during or around Make a Will Week 11th to 15th May 2009.

Every donation will support the work of both hospices and will help people from all over Cornwall. Any sum is welcome, but suggested donations are £75 for a Single Will, £110 for a pair of Mirror Wills and £40 for a Codicil to update an existing Will.

Should your Will require specialist legal or tax advice and not be a standard document, the solicitor will make you aware of this and agree a fee with you before proceeding. There is no obligation to include Cornwall Hospice Care in your Will, but should you choose to remember the charity with a gift then they would be very grateful.

Please call 01726 65711 to request a Will Week leaflet detailing all the participating solicitors or visit www.cornwallhospicecare.co.uk

                            Goodbye to Caradon District Council

From your District Councillor Richard Pugh

I have been a Caradon District Councillor for nearly two years and I have enjoyed every minute. I will be very disappointed to observe the demise of the six district councils on the 31st March 2009. We must, however embrace the new unitary council and hope that it delivers all the promises and aspirations for the residents of South East Cornwall.

I am very proud of my achievements as ward Member for Duloe, Lansallos and Pelynt. I fully supported the new affordable housing in Lanreath which was completed last October. Most of the houses are occupied by Lanreath residents thus providing affordable housing for local people. I have fully supported the proposed affordable housing in Duloe, Pelynt and Polperro. I do hope the projects come to fruition and more local people will enjoy quality housing.

I am a strong supporter of rural Post Offices/Shops, Petrol Stations and a firm believer in securing the future of village schools.

We can now look forward to the elections on 4th June 2009 for the 123 Unitary Council members. I hope, with local support, to be a member of the new council and I hope I can continue to serve the parishioners of Duloe and the surrounding areas after June. The new councillors will drive the new One Cornwall forward and will provide a quality service as a replacement for the district Councils. New one-stop shops in Looe (the Library) and in Liskeard (Luxstowe House) will be operational from the 1st  April 2009 and will be available to provide information and assistance for local residents.

I would like to thank all the members of Duloe Parish Council and the Parish clerk, Lynda Rigler, for their support over the last 2 years. It has been very rewarding and I wish you all every success in the future.

Richard Pugh

Caradon District Councillor

                                       DULOE RECREATION GROUND

The Parish Council and the Recreation Ground Association have embarked on an ambitious programme to try to build a Village Sports Pavilion on the field. These plans mean applying for loans and grants for the construction of a traditional wood building, which would be available for use by all sections of the community.

After last years very successful and well-attended Dog Show, held on the field, we realised the need for proper facilities to be available to the public, especially toilets and power. The Pavilion building process is now in the early stages of planning, and we have already had offers of funding from some local providers.

Our most successful fundraising event to date has been the Duloe Beer Festival which last year raised over £1,500 for the Recreation Ground account. This year’s Beer Festival will be held in September (See advert)

The Recreation Ground Association is always looking for fundraising  ideas, (as everyone else is), but we are also looking for volunteers to assist with the self-help work which will be needed for the project. If there’s anyone with ideas or skills to offer, or interested in helping with the project, please contact John Massey on 01503 263496.
